Howard William Spencer

Howard William SpencerCertifications: Howard W. Spencer is a Certified Safety Professional, (CSP) Certified Hazard Control Manager, (CHCM) and Certified Playground Safety Inspector, (CPSI).

Education: He received a Masters of Engineering degree from Texas A&M University. While at TAMU was elected to the Alpha Pi Mu Industrial Engineering Honor Society. Howard’s Bachelor’s degree in Industrial Engineering was conferred by Letourneau University in Longview, Texas.

Professional Memberships: Howard is a professional member of the American Society of Safety Engineers, a member of the National Safety Management Society, and the Veterans of Safety.  He is past President of the Eastern NY chapter of ASSE and is currently Membership Chair for the Penn-Jersey Chapter of ASSE. 

Work Experience: Howard has worked for J.A. Montgomery Risk Control since March of 2006. He is a senior Risk control consultant for 25 NJ Municipalities and 20 Utility Authorities.

Prior Work Experience: Before that he worked as the Environmental Manager for The Minute Maid Company and before that Ocean Spray Cranberries. He was also a consultant to the FAA Security lab. His professional experience also includes work for: Mobil Oil Corporation as an Industrial Hygiene/Environmental Advisor, General Electric Corporate Research, Exxon Research and Engineering Company, Amerada Hess Oil Company, Wills Eye Hospital, FMC Corporation and Aetna Insurance Company.  This diversified experience encompasses 40+ years.

Training Experience: Howard regularly teaches 30 different regulatory compliance classes for Joint Insurance Fund clients. These include LOTO, HazCom, Confined Space Entry, Blood borne Pathogens; work Zone, PPE, Excavation, Fork Lift Certification and Driver safety.

He has prepared and presented courses for maintenance of certification for water and Waste Water operators licensed in the State of NJ. He holds an NJ N-2 license and teaches classes in Electrical Safety, Laboratory Safety and confined space safety for both Rutgers University and Hunterdon Polytechnic. Howard developed and regularly presents the Rutgers class “Safety in Recycling Operations” as well as a class that is part of the National Certification program and the Safety for Clean Community Coordinators.

Recognition: Howard is listed in the National Biographical Directory of Occupational Health and Safety Specialists. 

Presentations: Howard has presented the talk “Harassment, Bullying, and Conflict Resolution” to the Water Environment Federation Annual Tec Transfer seminar March 2015

He developed and presented “Sensibility and Dealing with Difficult People” and has presented it to over 500 client employees

Publications: He is the author of an article which appeared in the October 1986 edition of “Professional Safety” on producing a safety manual.  He has also had 21 articles published in newsletters for the American Society of Safety Engineers, Practice Specialty’s Groups or Special Interest groups, (SIG’s)
